Licenses for raffles shall be issued only to:
- Active organizations located within the Village that have been in existence continuously for a period of five years. The five year period may be waived if the organization is formally associated with another organization that has been in existence for five years.
- An organization developed to provide financial assistance to an individual or a group suffering extreme financial hardship.
